Jill leads AT&T business activities serving the Department of Defense and Intelligence Community, overseeing a highly skilled global team delivering strategic technology solutions and services focused on network transformation, infrastructure modernization, wireless communications, and advanced cyber capabilities. With over thirty years of U.S. Federal Government and industry experience, Jill is focused on ensuring her customers have the information, technology, and infrastructure necessary to effectively execute their missions. Before joining AT&T, Jill held a number of executive positions including Chief Information Officer (CIO) for the National Reconnaissance Office (NRO), Deputy CIO for the Central Intelligence Agency, and Director of the Diplomatic Telecommunications Service for the U.S. Department of State. She is a director on the Intelligence and National Security Alliance (INSA) board and has received numerous awards including Executive Mosaic Wash100 (2019, 2017, 2016, 014); CloudNow’s Lifetime Achievement in Information Technology Legacy Award (2013); Top Ten Global Breakaway CIO (2012); Top Ten Women in Cloud (2012); Ten Most Powerful Women in Federal Technology (2011); CIA Mentor of the Year (2010); CIO Executive Council “Ones to Watch” (2010); and CIO Magazine Stand-Out Award for Collaboration and Influence (2010). 



Russ took office as the Acting Director of the National Counterterrorism Center (NCTC) in August 2019 and had served as the Deputy Director since November 2017. Before which Russ served as Senior Counselor to the Director, Acting Director of the Office of Data Strategy and Innovation, and was the Chief Data Officer for both NCTC and ODNI (Office of the Director of National Intelligence). He also served as the Special Assistant to the President and Senior Director for Transnational Threat Integration and Information Sharing on the National Security Council where he focused on government-wide improvements in border security and information sharing and applying lessons learned from U.S. government counterterrorism efforts to other transnational threats. In his 30+ years with the Intelligence Community, Russ had held essential leadership roles driving tech innovation and collaboration of the IC agencies to enable comprehensive analysis of counterterrorism intelligence to make faster, better-informed decisions.



Brandee Daly is a seasoned technology executive with more than 25 years of experience leveraging her technological innovation, program improvement, and strategic thinking skills to build successful teams and businesses. As the CEO of C2S Consulting Group, Ms. Daly has helped hundreds of businesses and public sector organizations successfully migrate, manage, and optimize their technology and cloud infrastructure. Today, Ms. Daly is a recognized leader within the Intelligence Community (IC) and Department of Defense community in cloud migration and management strategy including technology innovations such as AI/ML and data lakes. C2S Consulting Group was just confirmed as a finalist for the 2020 GovCon Awards for Contracting Company of the Year.

Prior to founding C2S Consulting Group, Ms. Daly served as the executive account manager of Amazon Web Services (AWS), where she managed sales, adoption, and executive relationships across IC government programs. At AWS, Ms. Daly saw a need for assistance in secure cloud services by business and government agencies. The larger trend toward organizations’ need for assistance in cloud migration and management inspired her to establish C2S Consulting Group as a solution.

Prior to joining AWS, Ms. Daly held systems architect and program management positions with Microsoft, the Central Intelligence Agency, Wolters Kluwer, and Pricewaterhouse Cooper, among others.

Ms. Daly holds a Bachelor of Science degree in Systems & Industrial Engineering from the University of Arizona. She has also earned a Master of Business Administration degree, with a specialization in Management of Global Information Technology, from American University. Ms. Daly has received numerous industry awards for her determined pursuit of excellence, including the Federal 100 Award for “Leading the Cloud Migration Flock”, multiple Performance and Leadership awards from the CIA, and the Encore Award for Excellence.
